In Denmark, you just need 200 citizens for a "by" (legally). While a prototypical one is bigger, a small one is still a "by", but may just be a "landsby" ('town/village', the first part means 'country').

Norway has no automatic "by"-status, but it can be granted to places usually with 5000+ citizens
