Estelle Platini"La Radiodiffusion française (RDF) est créée le 23 mars 1945 après la nationalisation des radios privées et instaure un monopole d’État qui demeurera jusqu’en 1981. Les anciennes radios privées seront malgré tout progressivement supprimées et remplacées par des nouvelles radios entre 1944 et 1948 : Le Programme national en 1944, Le Programme parisien en 1945, Paris-Inter en 1947 et Paris-Études en 1948. Dans le même temps, la RDF crée une nouvelle chaîne de télévision reprenant les fréquences de l’ancienne chaîne nazie Fernsehsender Paris (Paris-Télévision) : RDF Télévision française. La première évolution technique majeure de la télévision d’après-guerre ne survient qu’en 1948, lorsque le secrétaire d’État à l’Information François Mitterrand fixe par décret le format 819 lignes en remplacement du 441 lignes."La RDF est totalement contrôlée par le ministre de l’information et ne dispose donc d’aucune autonomie."Si l’ORTF symbolise le monopole de l’État sur la radio et la télévision françaises, le monopole s’est poursuivi pendant neuf ans après sa dissolution. Soit jusqu’en 1982 :La Haute Autorité est créée par la loi du 29 juillet 1982. Elle est, entre autres missions, « chargée […] de garantir l’indépendance du service public de la radiodiffusion sonore » et de délivrer « les autorisations en matière de service locaux de radiodiffusion sonore par voie hertzienne ». C’est elle qui attribue les fréquences des radios privées FM naissantes.
