I think we can safely use the term "political persecution" for what is happening in the US.

California Sen Alex Padilla said the new #policy …“undermined American values & abandoned our nation’s obligations to provide people fleeing #persecution, #violence, & #authoritarianism w/an opportunity to seek refuge in the US.”
